Formal declaration can only be made after the pre-declaration documents are reviewed and approved by the customs, and the formal declaration should be completed within 5 working days after the goods arrive at the port at the latest. Tariffs should be paid before the formal declaration or at the latest on the day of declaration. The customs will inspect the customs clearance documents and goods (sampling can be adopted), and the consignee can pick up the goods only after the inspection is qualified.

Venezuelan customs requires that all documents be in Spanish. The invoice must be the typewritten original, not a photocopy. The manifest of importation and declaration of value (bill of lading) must be in quadruplicate.

The following documents are required: commercial invoice; bill of lading or airway bill; packing list; certificate of origin; and special certificates or permits when required (e.g., phytosanitary or quality standards certificates).

Insurance and freight must be listed separately on the invoice. The invoice must be in duplicate and list both the value per unit and the total value of the shipment. The description of the merchandise must include the appropriate tariff number, which the importer can supply. To simplify the import process for a large amount of cargo for one project, there should be a single declaration for all items, and each item then listed separately with its respective tariff number.

Importers can go through customs clearance procedures through customs agents. They must provide the company registration document number, tax bureau tax number, a copy of the legal representative’s ID card, and the company’s authorization letter and the corresponding product import license or registration documents (if applicable). After paying taxes, the customs broker is responsible for delivering the goods to the warehouse designated by the owner and assisting in contacting the transportation company.
