Sri Lanka Customs Entry

All goods imported into Sri Lanka must be declared and customs import duty and other levies are payable on them unless they are covered by an exemption or a suspension.

The customs declaration (entry) should be submitted after arrival of goods and also after obtaining the delivery order from the shipping agent.

A declaration is made by submitting a duly completed CusDec through ASYCUDA system & hard copies of the same should be submitted together with the following minimum documents, after payments of the relevant duty & other levies.:

• A commercial invoice or contract of sale document from the supplier of the goods
• Transport documents such as Bill of Lading or Air Way Bill
• Packing List (if available)
• Certificate of Origin (if available)
• Any import licenses or permits obtained from other ministries depending on the type of goods you are importing

Customs duty is payable on imported goods as a percentage of their declared value or a specific rate on the basis of unit or weight (ad valorem), unit rate or composite rate (ad valorem or unit rate whichever is higher). The rate of duty payable on goods imported into Sri Lanka varies according to the commodity and the country of origin. The current rates are 10 percent and 15 percent (0 percent on a few goods).

Once a declaration has been submitted and accepted by customs, importers will be required to pay the duties.

Value Added Tax (VAT) is payable on the importation of goods, on the supply of goods (including wholesale and retail trade), and on the supply of services in Sri Lanka. The current rate is 18 percent.

In addition to the charges on tariff and VAT, Rs. 250/- is charged for each and every customs declaration as computer charges and Rs. 100/- per containerized cargo as seal charges and Rs. 1600/- as overtime charges are applicable only for full container load (FCL) cargo.
