An import refers to goods brought into customs territory from an entry point or a free trade zone (FTZ), or overseas goods brought into a free trade zone for storage and pending re-export.

To import goods into Singapore, you are required to make a declaration to Singapore Customs. Goods and Services Tax (GST) is payable on non-dutiable goods. Both GST and duty are payable for dutiable goods if these goods are imported for local consumption.

The ASEAN Harmonised Tariff Nomenclature (AHTN) is an 8-digit HS nomenclature used by all ASEAN Member States (AMS). The AHTN facilitates trade among AMS through consistent and uniform interpretation in the classification of goods. It is based on the 6-digit Harmonised Commodity Description and Coding System Nomenclature developed by WCO.

Except the duty, all goods imported into Singapore are subject to Goods and Services Tax (GST) at the prevailing rate. The GST rate is 9%.

The duties threshold for goods imported into Singapore is set at SGD$ 400. A duty amounts equal to or less than $400 SGD is generally exempt from duties and taxes. Goods exceeding this threshold are subject to applicable duties and taxes upon importation. However, goods (equal or lower than $400 SGD) imported via air or post will also be taxed.

The RCEP, considered the largest FTA of world trade, is between the ten ASEAN members (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand, and Vietnam) and China, South Korea, Australia, Japan, and New Zealand.
