Norway Customs Fees

Everyone bringing goods into Norway must tell Norwegian Customs at the border what they are bringing in, and how much. This also applies to goods imported for personal use.

The import of some goods may be prohibited or restricted:

• Alcohol
• Cultural monuments, antiques
• Endangered animal and plant species
• Explosives, fireworks and hazardous substances
• Foodstuffs, plants, seeds, animals
• Medicines
• Tobacco
• Waste
• Weapons, weapons parts, and ammunition

For general shipments, a forwarding agent like CFC can get customs clearance for goods on your behalf. The forwarding agent declares the goods electronically by submitting information to Norwegian Customs’ customs clearance system, TVINN.

There are two types of tax that may be payable on imports:

• Customs duty
• VAT

Being aware of Norway customs regulations and shipping restrictions helps in avoiding delays and fines. Norway, not being a part of the EU, has its own set of customs duties and taxes, which need to be accounted for in the shipping costs.

Norway Imports De Minimis – NOK 350

If you order goods from abroad where the shipment has a value of less than NOK 350 including freight and insurance costs, the shipment is until further notice exempt from the duty to declare.

Norway Customs Duty

All goods are classified by a commodity code in the customs tariff. It is based on the Harmonized Commodity Description and Coding System (HS), which is used by most countries in the world, including China.

A commodity code is made up of eight digits, the first six of which are international. This means that the first six digits in a commodity code on Chinese supplier’s invoice in principle should be identical to the first six digits of the Norwegian Customs Tariff.

For example. You import paper box, and learned from the seller that the HS code in China is 481910.

So it’s clear that the item is duty free.

Norway’s tariff rates range from 0% to 25%, with an average rate of 1.06%. Any customs duty rates, taxes, charges, or restrictions are always related to this commodity code.

Norway Customs VAT – 25%

You will generally report or pay VAT on all goods you import into Norway, even if you do not pay customs duty on the goods.

The Norwegian government sets the rate of VAT each year. VAT is currently 25 per cent. One exception is foodstuffs, for which the rate is 15 per cent.

Sea Freight to Norway

Port of Oslo is Norway’s largest cargo port. From Oslo, half of Norway’s population can be reached within three hours. Oslo Port is a natural hub for logistics in Norway, with modern and efficient terminals. More than 6 million tons of cargo are shipped by sea to and from Oslo.

Other major ports are Bergen, Narvik, Trondheim, Stavanger, Fredrikstad, Drammen, Porsgrunn and Kristiansand.

Sea Freight Transit Time

There is no direct ocean route from China to Norway, and all routes require transit. Transit ports include Antwerp, Rotterdam, Hamburg, Bremen, etc.

Taking Shenzhen-Oslo as an example, the voyage takes at least 35 days, average 45 days.

Air Freight to Norway

Air freight is the quickest way to ship goods to Norway from China. Air freight transit times are measured in days (rather than weeks as with ocean shipping). But sending air cargo is the more expensive option.

Oslo Airport (OSL) is Norway’s main airport. It is the most hub airport for Norwegian Air Shuttle and Scandinavian Airlines (SS), and is also the main airports for other airlines to Norway.

Air Freight Transit Time

On July 2, 2024, as an Airbus A330 all-cargo aircraft fully loaded with cargo took off from Changbei International Airport in Nanchang, Jiangxi, and flew to Norway, it marked the successful maiden flight of China’s first all-cargo route directly to Norway (Nanchang-Oslo).

The air transit time for direct flight is 14 hours. While the economical route takes 6-8 days.

When using FedEx, DHL, or UPS, which are known for their speed and reliability, packages to Norway generally arrive in about 3 to 5 business days.
