One of the essential licences needed to import into Indonesia is the Indonesian Tax ID Number (NPWP – Nomor Pokok Wajib Pajak) and the Single Business Number (NIB).

The most critical aspects of importing goods is customs clearance. Customs clearance is the process of ensuring that imported goods comply with Indonesian customs regulations and requirements before they can be released into the Indonesian market.

Indonesian Customs requires extensive documentation prior to allowing the importation of goods. Local customs brokers are acquainted with the procedures and required format of the documentation. At a minimum, one must provide a pro-forma invoice, commercial invoice, certificate of origin, bill of lading, packing list, and insurance certificate.

The process of providing the documentation includes a requirement that the importer notifies the customs office prior to the arrival of goods and submits import documents electronically through the electronic data interchange (EDI) in a standardized format placed on flash drives. In addition to providing the import documentation, the Custom Office will conduct physical inspection of imported goods.

There is an import fee applicable for incoming goods which is based on the goods classification from Indonesian Customs Tariff Book or Harmonized System Code.

In addition to CIF duties, all imported goods are subject to 11% VAT. It is important to note that imports with a total product value up to US$50 are exempt from CIF duties but are still subject to VAT.

Regional Comprehensive Economic Partnership – RCEP

The RCEP, considered the largest FTA of world trade, is between the ten ASEAN members (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand, and Vietnam) and China, South Korea, Australia, Japan, and New Zealand.

The RCEP came into force for Indonesia since Jan. 2, 2023.
