Direction Générale Des Douanes & Accises (DGDA) is responsible for supervising the customs clearance of all inbound and outbound goods and collecting customs duties.

Le manifeste de cargaison aérien (appelé couramment Air cargo manifeste):

Le commandant de l’aéronef (capitaine de bord) signe le manifeste de cargaison dans lequel sont repris les détails de la marchandise (propriétaire de la marchandise, poids, nombre d’articles, marques et numéro) et du moyen de transport (aéroport de chargement et de déchargement).

Lors de l’établissement de la déclaration en douane, le déclarant doit indiquer la désignation tarifaire de la marchandise ou l’espèce tarifaire correspondante. En effet, l’espèce tarifaire d’une marchandise est la dénomination qui lui attribuée, selon les règles en vigueur, dans le Tarif douanier de la RDC.

La RDC dispose, à ce jour, d’un Tarif douanier aligné sur le Système Harmonisé 2022. Ce Tarif a deux volets, à savoir:

• le Tarif des droits et taxes à l’importation ; et
• le Tarif des droits et taxes à l’exportation.

La Nomenclature de ces tarifs des droits et taxes à l’importation et à l’exportation est basée sur le Système Harmonisée (SH) de l’Organisation Mondiale des Douanes (OMD). Elle est à huit (8) chiffres.
